State Issue 5 creates an Independent State Board of Elections Supervisors charged with administering state elections.

The nine-member Independent State Board of Elections Supervisors would perform all the election-related duties currently administered by the secretary of state. Four of the Board members would be appointed by the governor, four by the members of the General Assembly not of the same party as the governor, and one member – who cannot be affiliated with either political party – by a unanimous vote of the seven members of the Ohio Supreme Court.


By law, the five-member, non-partisan Ohio Ballot Board designates a group of individuals to prepare and file arguments in support of or in opposition to each proposed constitutional amendment. Click below to read the official arguments regarding State Issue 4:
